What is the National Early Childhood Worker Register?
The NECWR is a federal requirement (in effect since Feb 2026) that every educator and AP/NS (Authorised Person or Nominated Supervisor) working in early childhood education and care be confirmed on the National Quality Agenda IT System (NQA ITS), ACECQA's national online system for approved providers. Each state regulator sets its own exemptions and timelines, but the upload destination is national.
When did the National Early Childhood Worker Register start, and what are the key deadlines?
The NECWR went live nationally on 27 February 2026 under the National Law child safety amendments. Approved providers had until 27 March 2026 to complete the initial workforce upload covering all existing educators and AP/NS staff. The national Foundations of Child Safety training is due by 27 August 2026. First aid and any state child protection training are separate requirements that vary by role and state, not part of that single national deadline. Koora tracks every deadline and shows you, per worker, who's outstanding before each one.
What's the deadline for adding new staff to the worker register?
Approved providers must add a new worker to the NECWR within 14 days of their start date, and update an existing worker's record within 14 days of becoming aware of a change (a new qualification, an expired WWCC, a new role). It's 14 days from when you become aware, not a rolling cycle. Koora puts the new starter and any changed credential into your AP/NS's sighting queue the moment it changes, so the 14-day window isn't a memory game.
What happens if I miss the worker register deadline?
Failing to keep the worker register up to date is an offence under the National Law. Under the September 2025 amendments, the maximum penalty for individuals can reach up to $34,200 per breach. Refer to ACECQA and your state regulator for the current maximum penalty figures applicable to your service. Koora's role is to make sure your AP/NS doesn't get there in the first place.
Does Koora do the sighting for me?
No. The legal requirement to sight stays with your AP/NS (Authorised Person or Nominated Supervisor). What Koora does is pre-clear every credential before it reaches them. We verify the WWCC against the state register and manually review every qualification, training certificate, and police check. The AP/NS's sighting is fast and surprise-free because the work has already been done.
What does "sighting" actually mean for the worker register?
Sighting is your Authorised Person or Nominated Supervisor (AP/NS) physically reviewing each of a worker's credentials and recording the date they sighted it. Under the new requirements, previously undated sightings need to be re-sighted with a current date. Koora pre-clears every credential before the AP/NS opens it, so the sighting becomes a one-tap confirmation that's date-stamped and audit-logged automatically.
What information do I need to enter for each worker?
The NQA IT System captures, for each worker, their legal name (and former names), primary role, Working With Children Check details, teacher registration (where applicable), qualification course code and RTO number, child safety training certificates, and first aid certificates. ACECQA's bulk upload template lists every required field. Koora collects all of this on the worker's Career Passport over time, so when it's time to upload, the export is already populated.
Who counts as a worker that needs to be on the register?
It's the role someone performs at the service, not whether they have direct contact with children. Three things decide it: they're employed, engaged or appointed (including through labour hire), they perform an education and care role at the service, and they're not a visitor. That reaches beyond educators to early childhood teachers, regular volunteers, students on placement, coordinators, assistants, and non-educator staff like cooks, cleaners and bus drivers. Visitors aren't included, such as emergency tradespeople, regulators, third-party contractors, and families touring or dropping in. Exact inclusions and exemptions are role and state specific, so use your professional judgement against ACECQA's operational policy guide. Koora maps these requirements per role and per state.
Do volunteers, students, and family day care educators need to be on the register?
It depends on the role and how the person is engaged. A regular or semi-regular volunteer is added; a one-off volunteer isn't. A student on a supervised placement for an approved qualification is added; a high school student on work experience isn't. Family day care educators are on the register, while adults who simply live at a family day care home go on the separate Family Day Care Register. Visiting allied health and early intervention staff are included only if your service employs or engages them, not when they attend as third-party contractors. State regulators set exemptions on top of the national rules, so confirm against ACECQA's operational policy guide before you exclude anyone from your upload.
Does Koora upload directly to the NQA IT System?
Not yet. Today Koora generates the bulk upload file and you load it into the NQA IT System. We strongly recommend the JSON export: fewer upload errors, and it's where the richer functionality is heading. If you prefer, we can also produce an Excel file built from the NQA IT System's exact template. If and when ACECQA opens a direct integration, we'll commit to working with them so exports can go straight there for you.
How does the NECWR differ from Victoria's Early Childhood Workforce Register?
The National Early Childhood Worker Register (NECWR) is the federal requirement uploaded to ACECQA's NQA IT System. Victoria's Early Childhood Workforce Register is a separate state-administered scheme that predates the NECWR. The two coexist, and Victorian approved providers need to comply with both. Koora's NECWR support covers the national upload; the Victorian workforce register is handled in your state portal.
What if a worker's credential changes after we've confirmed them?
When a credential renews or a new one is added, Koora flags that worker as needing a register update. They are back in your sighting queue for the changed credential only, not the whole profile. The next export includes the delta row.
Which Koora plans include NECWR support?
NECWR support is included on the Growth and Enterprise plans at no add-on cost. That covers pre-clearance, the sighting workflow, confirmation tracking, and bulk export.
